Mediterranean Workshop on the Treatment and Utilization of Municipal Solid Waste

Second announcement

Municipal Solid Waste (MSW) in some industrialized countries is made primarily of paper and plastic materials. This is not the case in many other countries, including countries in the Mediterranean region, where some 50% of MSW is made of wet, organic putresible materials.

The different composition of MSW and often the different climatic conditions call for suitable approaches and technologies toward the treatment and utilization of the waste. For example, a sound approach toward recycling should be based in this case on means to utilize the wet organic fraction for the production of compost, rather than on the separate collection of “traditional” recyclables such as paper, glass etc.

Program

We anticipate 3 full days for working sessions + two half day trips.

The following sessions are planned:

  1. Country reports.

Present situation, waste management strategies (emphasis on Mediterranean countries).

2. Waste management alternatives and technologies

          2.1 Municipal Solid Waste handling, source separation and collection. Technologies and approaches adapted to Mediterranean conditions.

2.2 Technology and composting optimization.

(Open vs. closed systems, passive vs. active, effects of ambient climatic conditions on the process, effects of active organic contents etc.)

    2.3 Compost utilization and environmental aspects under arid and semi arid conditions.

    2.4 Recycling of industrial secondary raw materials: Technology, economics and policy.

3.  Economics of waste management (including externalities)

4.  Concluding discussion.

The following questions will be raised:

  1. Are the approaches for solid waste management common in the western industrialized countries suitable for the rest of the world?
  2. Are standards and regulations for solid waste management common in the western industrialized countries suitable for the rest of the world?
  3. What special technologies are needed?
  4. Which special economical and legal actions are needed?
  5. Is there a place for an organization to continue the exchange of information regarding waste management in Mediterranean countries?

 

Tentative Invited lectures

Stentiford (UK) – considerations for the design of low cost waste management and composting systems.

Finstein (USA) – The composting options: closed systems, forced aeration, windrows- optimal choices for Mediterranean region.

Bertoldy (Italy) -

  1. EU regulations and decisions regarding open composting systems.
  2. Waste management: Sorting, collection handling and use in Western Europe and Mediterranean countries.

Deputy Director Prof. Riad (Egypt)-
Status report on solid waste management and policy in Egypt.

Inbar (Israel) –Waste management technologies -  price and environmental considerations, an overview of situation in Israel and EU countries.

Nisim (Israel) - Israeli governments achievements and problems in the field of solid waste.

Kremen (Israel) – Leachates and methane formation in landfills, an overview.

Adir Shapira (Israel) - Private vs. public ownership of waste handling and disposal facilities.

M. Shechter, O. Ayalon (Israel) – Waste disposal economics and selection of options.

 

These and other related issues will be discussed in a workshop that will be held in Haifa, Israel in 25-28 September 2000.
